HA NOI (VNS) — Peace and security are prerequisites for sustainable development and building a sustainable peace based on international law would benefit all nations, Deputy Prime Minister and Foreign Minister Pham Binh Minh said yesterday.

In a foreign policy speech delivered at the ongoing IPU-132, he said Viet Nam has always treasured its friendship with all countries, especially neighbouring nations.

It also supported the role and voice of institutions, multilateral forums on security and development issues in the region and the world, he said.

Along with other ASEAN members, Viet Nam has been accelerating the process of building a regional community and promoting co-operation between the bloc and its dialogue partners to create a sustainable regional architecture based on laws and standards.

All countries need to build up strategic trust and seek long-term solutions for challenges in regional peace and security, especially territorial, sea and island disputes, he said.

Viet Nam, he said, has consistently pursued the principle of respecting sovereignty and territorial integrity of nations, opposing the use of force or threats to use force, and solving disputes, especially in the East Sea, through peaceful measures based on international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the code of conduct in the region.

The parliaments of each country have an important role in fulfilling these goals, he said.

The Deputy PM expressed his confidence that Viet Nam's National Assembly will continue acting as a bridge to promote friendship and co-operation between the NA and people of Viet Nam with the parliaments and peoples of IPU member nations, contributing to achieving shared goals. — VNS
