HA NOI (VNS) — The Party Central Committee (CPC) wrapped up its 10th meeting in Ha Noi yesterday with a review of the leadership and direction of the Politburo and the Party Secretariat in 2014.
They pored over the completion of the draft political report of the Central Committee (11th tenure) which is due to be submitted to the 12th National Party Congress to be held next year.
Based on the achievements of the 30 years of reform (1986-2015) and the five years of implementing the 12th National Party Congress' Resolution (2011-2015), the Central Committee will work out a new road map for national development.
Part of CPC's major task will be to determine the direction and objectives to develop the country from 2016-20, while revisiting issues related to the Socialist-oriented market economy mechanism and to the country's economic growth model in the path towards industrialisation.
The CPC emphasised the need for Party building, especially in efforts to prevent and curb the degradation of political ideology, ethics and lifestyle among Party members.
In terms of civil service reforms, the Committee said it was important to improve existing staff and attract talented people to work for Party and State agencies, organisations and public units.
The Committee also said more breakthrough mechanisms and policies were needed to improve the quality of public services, and speed up reforms of administrative and civil services to cut down on redundant jobs.
In terms of the development and management of the press, the Central Committee said it was necessary to promulgate a comprehensive plan by 2025.
It said the press should be developed professionally and effectively to meet public demand for information, while uniting society and contributing to the development of the country and its people.
The State should issue policies to ensure the press is not purely run for profit, not influenced by interest groups, and prevent the privatization of this sector.
At the end of the meeting, Party General Secretary Nguyen Phu Trong urged the entire Party and people from all walks of life to build on past achievements and realize the development goals set by the Party Central Committee.
The ASEAN Community was also taking shape this year, he said, adding that we must make thorough preparations for the Congress in 2016, and making it an event of unity, democracy and reform.
He outlined the key outcomes of the eight-day sitting, saying that the Party Central Committee reached a consensus on major issues of the draft documents of the 12th National Party Congress.
Reviewing the country's renewal process over the past 30 years, he said the country had reaped significant and historic achievements which would create a platform for further renovation and development.
National defence and security should also be strengthened with social progress and fairness ensured, making it easier for the country to pursue its path in global integration, he said.
He asked for more studies on important issues, especially the settlement of bad debts and macro-economic stabilization plans. He also mentioned the economic climate and competitiveness, restructuring of State-owned enterprises, credit institutions, public investment and the farming sector in tandem with new rural development and infrastructure upgrades.
Delving into a proposal related to a more synchronous political and economic overhaul, the leader said that it involved stronger efforts to accelerate Party building and stop political and moral degradation to create a consensus within the Party and society at large.
