HA NOI (VNS) — Concerned agencies should ensure that all existing and new legal documents are brought in line with provisions of the new National Constitution, senior parliamentarians said yesterday.
Speaking at a national conference on the implementation of the new Constitution held in the capital city, they said every citizen should be aware of its provisions and objectives, and contribute to upholding its spirit.

NA deputies said the key objective of the conference was to inform people of the new and basic content of the revised national charter that was approved by the NA last November.
In his opening speech, Nguyen Sinh Hung, National Assembly Chairman, stressed that the Constitution was the supreme law of the nation with the highest legal standing.
Therefore, the most important task now would be to ensure that "this most important law permeates daily life and generates widespread, positive changes in all aspects of society," he said.
He said implementation of the law required active participation of people from all walks of life and all sectors under the leadership of the Party. It also required good co-ordination between government agencies and mass organisations including the Viet Nam Fatherland Front, he said.

Dinh The Huynh, Head of the Communist Party of Vietnam Central Committee (CPVCC)'s Commission for Communication and Education, said that applying the constitution was an important, urgent task of the Party, the people and the nation's armed forces.
Other speakers at the conference, including NA Vice Chairman Uong Chu Luu and Phan Trung Ly, head of the NA Legal Committee, highlighted major provisions of the constitution, key activities in the communication campaign, and the need to review existing as well as new legal documents to ensure they are in line with the new charter.
In concluding remarks, NA Chaiman Hung said implementing the national constitution is a main task for all sectors and agencies this year and in coming years. He said the task should be done "in a spirit of harmony and a timely, comprehensive and effective manner".
"All legal documents issued before January 1, 2014 must be reviewed, and if necessary, revised to ensure they are in accordance with the new constitution", Hung reiterated.
He said all agencies and sectors have to submit regular reports on implementation of the constitution to the NA Standing Committee and the Government.
Hung noted that the NA Standing Committee, the Government and the Party Commission for Publicity and Education are the three agencies with the direct responsibility to provide instructions on implementing the new Constitution. — VNS
