Party Central Committee's 7th conference closes

The seventh conference of the Communist Party of Vietnam Central Committee wrapped up in Hanoi on May 11.

During the ten-day gathering, presided over by Party General Secretary Nguyen Phu Trong, the Central Committee considered, decided and gave instructions to a number of issues, including the continued renovation and perfection of the political system, reforming and enhancing the Party leadership in mass mobilization, and the amendments to the 1992 Constitution.

It also reviewed the one-year implementation of the Resolution on Party building issued at the Committee's fourth conference and discussed personnel planning for strategic-level positions and measures to actively cope with climate change and step up the protection of natural resources and the environment as well as a number of other important issues.

The conference reached high unanimity on issuing many resolutions and conclusions that are important and significant for the implementation of the Resolution of the 11th National Party Congress.

Addressing the closing session, Trong, on behalf of the Politburo, analysed and made clear a number of issues and generalised key outcomes reached during the conference.

Regarding the renovation and consolidation of the political system, the Committee stressed that this is a great, important and complicated work, which must be done at the same time with the learning from experience, said the Party leader.

Over the past time, many efforts have been made in implementing the work, with a number of important results being recorded. However, in comparison with development demand, there remain many shortcomings and weaknesses.

The Committee requested that in the coming time, the work should continue to be stepped up from central to grassroots levels in order to build an apparatus that is synchronous, orderly, stable and suitable to its functions and duties.

According to the Party chief, the conference agreed that it is very necessary for the Committee to discuss and issue a resolution on strengthening and renovating the Party leadership in mass mobilisation in the current situation.

Only when the work is well implemented and the bloodline relations between the Party and people are strengthened, could the Party become strong, he noted.

To do this, Trong stressed the need to thoroughly grasp the Ho Chi Minh thoughts and the Party's viewpoints on mass mobilisation and great national unity.

As for the draft amendments to the 1992 Constitution, the Committee welcomed and thanked compatriots and soldiers across the country and overseas Vietnamese for their enthusiastic participation in contributing ideas to the draft over the past time.

Through the widespread and democratic political activity, the people once again expressed a high degree of patriotism and trust in the Party leadership. Almost all strata of people agreed on the contents of the draft.

For new and sensitive issues, which received different opinions, the Committee spent much time discussing and giving instructions. Regarding hostile forces' wrong viewpoints and sabotage allegations, the Committee resolutely criticised and rejected. It entrusted the party delegation to the National Assembly and the committee on drafting amendments to the 1992 Constitution to complete the draft to be submitted to the National Assembly in its next session.

Regarding climate change adaptation, natural resources management and environmental protection, the Committee reckoned these are three extremely important areas and are closely associated with each other, Trong said.

This tenure should soon build and deploy programmes and plans to effectively implement issued strategies in these areas, focusing on addressing issues of public concern such as flood-tide and sea level rise causing floods; saltwater intrusion in coastal provinces, especially in the Mekong Delta region; deforestation and excessive exploitation of some minerals; unplanned hydropower development that causes negative impacts on the society and the environment; leaving land fallow after use right is granted to investment projects.

According to the Party leader, the committee scrutinised and reached high consensus on assessments and proposals given in a report reviewing the one-year implementation of the Resolution of the fourth conference of the 11th Party Central Committee on some urgent issues on Party building.

The conference agreed that over the past year, the entire political system has seriously grasped and actively implemented the Resolution. The people have enthusiastically participated in Party building. Thanks to this, important initial results have been achieved. Officials, Party members and people all said that the issuance and implementation of the Resolution are very necessary, judicious and timely to prevent and gradually drive back negative phenomena and degradations among part of Party member, maintain its revolutionary nature and make it a purer and stronger party.

Through this activity, the Committee has also got more experience in directing the implementation of Party building in general and criticism and self-criticism in particular, he noted.

Trong said that the Committee asked for resolutely, patiently and continuously leading the implementation of the Resolution with firm steps in order to create breakthroughs in Party building.

The immediately task is to focus on building and well implementing programmes and plans as well as repairing mistakes and shortcomings, and overcoming limitations and weaknesses which were pointed out during the past political drive, he said, adding that the review, criticism and self-criticism should continue to be implemented seriously in combination with annual working reviews.

Mentioning personnel planning for strategic-level positions, the Party chief said the Central Committee gave comments on personnel selection principles, criteria and methods; the number of candidates for each position; age structure, gender and personal background; as well as personnel options for the Central Committee, Politburo, Secretariat and key Party and State positions for the 2016–2021 tenure and following tenures.

The Politburo will seriously acquire the Committee's suggestions to finalise and issue the personnel planning while well instructing the implementation of the planning, thus gradually putting the work in order and making it more proactive and precise, he stressed.

Party chief Trong emphasised the responsibility of the Central Committee members as well as participants at the conference in realising the Committee's just-adopted resolutions and conclusions, considering it a decisive factor for bringing the resolutions into life that requires high determination, great efforts, and scientific and close working methods.

In the context of numerous difficulties and challenges facing the nation, the Party leader stressed the need to raise high the will of true revolutionaries and their responsibility before the Party and people, strengthen solidarity and unity, and further promote the role of each individual together with Party committees and authorities in leading and organising the implementation of resolutions, conclusions and decisions adopted during this meeting as well as other resolutions of the Party, National Assembly and Government, ensuring the successful fulfillment of socio-economic development objectives and tasks for 2013.
