Trong said this was a strategically urgent and long-term task. He described it as a measure for the effectiveness of youth activities in the new age.
Praising the achievements of the union over the years, Trong said that youth, the country's future owners, typified the strength of the nation.
"The Youth Union should help the Party in youth unity, education and training to build up a generation with sufficient political skill and spirit, talent and creative strength," Trong said.
"Youth movements should be involved in the nation's political tasks, especially in socio-economic development; political stabilisation; Party and Government development and national defence," the Party leader added.
"The Youth Union should be the bridge connecting the Party, Government and youth and putting forward the implementation of Party and Government policies and regulations."
The congress was also attended by President Truong Tan Sang, Prime Minister Nguyen Tan Dung, National Assembly Chairman Nguyen Sinh Hung, and 1,000 youth members representing more than 25.3 million Viet Nam's young people.
The Youth Union's First Secretary, Nguyen Dac Vinh, said that the congress was an important event for the country's youth and marked a new development in youth and teenager movements.
Vinh said that the congress would define the Youth Union and its movement's targets and orientation for the next five-year tenure which finishes in 2017.
He added that in that period, youth activities would focus on strengthening political spirit, revolutionary morality, traditional, historical and cultural education for youth.
Patriotic movements will be put forward to promote youth intelligence, strength, innovation and voluntary work for the fatherland.
The Youth Union system would be strengthened by focusing on the improvement of youth staff and activities at the local level.
In the next tenure, the union will focus on 10 main programmes, including plans for strengthening the teaching of revolutionary ideals and lifestyles for the young; human resource development for the young and new rural development; traffic safety; building houses for the poor and fighting drugs. — VNS
