Congressional delegates discuss recommendations, draft reports
HA NOI — Delegates to the 11th National Party Congress yesterday made recommendations to draft documents submitted.
These included the draft Platform on National Construction in the Transitional Period toward Socialism, supplemented and developed in 2011; the Socio-economic Development Strategy for 2011-2020; a report on amendments and supplements to the Party Statute and the draft Party Statute; and a report reviewing the leadership and guidance of the 10th Party Central Committee.
Delegates evaluated the Vietnamese revolutionary process, the targets and fundamental directions in the process of socialist construction and defence, and orientations for the development of the economy, culture, education and training, national defence and security.

They assessed lessons learned from the implementation of the 2001-2010 Socio-economic Development Strategy, and the results of the 10th National Party Congress's Resolution.
Delegates also deliberated ways to develop and reform education and training and on directions for building the Party in terms of ideology, virtue and ethics.
They also discussed improving the quality of members, strengthening grassroots Party organisations, planning and training for the next generations of leaders and managers at all levels, and increasing Party membership.
While making suggestions on national defence and security, delegates confirmed that strengthening national defence and security was a very important task of the Party, State and the entire people.
Delegates called for the development of culture, education and training, science and technology, environmental protection, and social progress and equality.
They said the harmonious development of society and culture and the economy, and ensuring social progress and equality at each development stage would clearly demonstrate the pre-eminence of the regime.
Delegates said that developing the quality of human resources, especially high-quality personnel, was a key factor for rapid and sustainable development.
Delegates Bui Duc Hanh, secretary of the Party Committee of Can Loc District (Ha Tinh Province), and Ha Van Hung, secretary of the Ha Tinh Provincial Committee of the Ho Chi Minh Communist Youth Union, said there was a need to pay attention to the harmonious development of regions in the country and that the development of a sea-borne economy should be included in the Political Platform.
For the long term, Hanh suggested the economy should focus on restructuring its labour and investment, and continuing to promote the Party's major viewpoint that considers people – the centre of the development strategy – as both the target and the impetus of development.
On the contents of the draft Platform, delegates reached a consensus on the overall assessment of Viet Nam's revolutionary process that included great successes, difficulties, challenges and lessons. They analysed the characteristics of the socialist society that is being built by the Vietnamese people and basic targets and directions of socialist construction and defence.
Regarding major orientations for economic development, the delegates focused their attention on promoting industrialisation and modernisation, developing the socialist-oriented market economy, and development policies for economic sectors and distribution regimes.
The orientations for the development of culture, education and training, science and technology, environmental protection and social policy; defence, security and external relations; building and perfecting socialist democracy and the socialist law-governed State were also tabled for discussion.
Party building work was at the top of the groups' discussions in which delegates stressed the importance of the Party's leading method and directions for building the Party and a contingent of Party members and cadres.
Regarding the Socio-economic Development Strategy for the 2011-2020 period, the delegates expressed their approval of the development viewpoints and set targets and directions for the development of different branches, sectors and regions. They basically agreed with three breakthroughs defined in the draft strategy. They included perfecting the institution of the socialist-oriented market economy focusing on creating an equal competitive environment and administrative reform; developing high-quality human resources focusing on the basic and comprehensive renewal of national education and closely combining human resource development with scientific and technological development and application; and building a uniform infrastructure system with a number of modern works, focusing on large urban infrastructure and transport.
While discussing the 11th National Party Congress's Political Report, they focused on lessons and experiences from the implementation of the 10th National Party Congress Resolution; orientations, targets, tasks and major goals of national development in the next five years and orientations for reforming the growth model and economic structure.
Delegates also deliberated on tasks and solutions to reform and develop education, training, science-technology, a knowledge-based economy, environmental protection, adaptation to climate change, socio-cultural development and social progress and equality.
Many recommendations were made on Party building work in terms of politics, ideological training, organisation, improving Party members' quality, strengthening grassroots Party organisations, personnel planning, and increasing Party membership as well as mobilising people in building great national unity. — VNS
