|Hoa Lac Hi-tech Park
Pham Dai Duong, Deputy Minister of Science and Technology spoke to the newspaper Ha Noi Moi (New Ha Noi) about the Hoa Lac Hi-tech Park's urgent need to move to the second phase of the project.
The Hoa Lac Hi-tech Development Project was founded in 1998, but recently, a special mechanism for the park has been mentioned, why?
By now all required legal documents for the Hoa Lac Hi-tech park have been completed, the Ministry of Science and Technology, the project power, thinks it is time to review the park's construction and development. We hoped through the review, we would be able to find out what were the missing parts of the jigsaw and then work out plans for the future.
So what are the main ideas contained in the special mechanism draft that the park would enjoy?
There are three main ideas.
Firstly, the draft covers contents relating to capital resources for the park's construction and development; responsibility of each concerned ministry and sector during the development process.
Under the document, the park's technical infrastructure must be completed by 2020.
After that, the park will then focus on in-depth investment; and on science and technology investment.
In addition, the document also talks about the special financial mechanisms that the park will enjoy, including the park authority's rights to retain the land rental fees and land compensation money to reinvest in technical infrastructure construction, services and other activities within the park.
Regarding the idea of science and technology development, the draft document also introduces some proposals to help speed up the process of scientific and technological development. One of them is the requirement that all research projects funded by the State budget, which worth over VND2 billion (US$88,900) must be conducted within the park.
Secondly, the draft proposal deals with the state management functions.
And finally, the proposal talks about preferential policies enjoyed by investors, including land, land clearance compensation, land lease and others.
Has the Ministry of Science and Technology consulted with other agencies and localities while drafting the proposal?
Yes, we had organised consultations with concerned agencies and localities. Speaking during the consultations, they agreed with us on the need to use a special mechanism or policy to speed up the process of construction and development of the park. However, during those meetings, some of them didn't agree with the draft proposal to give preferential treatment for investors in the park.
This issue has not yet been settled. We have reported this issue to the PM and hopefully, the answer will be available before the end of 2015.
How many projects have invested in the Hoa Lac Industrial Park?
The park has attracted registered capital investment from 69 projects worth nearly VND55.4 trillion ($2.5 billion). Some 10,000 people are currently working on or studying these projects.
However, I would like to talk about two key objectives of the establishment of the park, as Prime Minister Nguyen Tan Dung said at the groundbreaking ceremony of package CP 1A – major infrastructure work under the Hoa Lac Hi-tech Park Development Project.
"We want to turn this park not only into a hub of science and technology but also into a city harmonising between industry, academia and government collaboration", Dung said.
In the age of globalisation and international integration, the country needs to compete to develop quickly and sustainable. Two important factors required to achieve this are high quality manpower and advanced technology. — VNS
