HCM City is seeking to boost investment in IT and support industries from key foreign partners. Officials and executives of high-tech parks and software centres spoke to Dau Tu (Viet Nam Investment Review).

Some 65 foreign investors came to the Saigon High Tech Park (SHTP) last year looking for investment opportunities in microelectronics, IT, telecommunications, bio-technology, technology services, precision engineering and others, with 12 of them having a combined investment of US$165.7 million getting licences. The figure took the total pledged investment in the SHTP to $2.03 billion, of which $706.6 million has been disbursed.
Despite many difficulties like an unstable economy, lack of quality human resources, slow land clearance, the SHTP has still set itself a target of attracting $160 million in 10-12 projects this year and exports of $1.5 billion.
Within its operational framework, the SHTP will continue to work to attract major projects, carrying out programmes to woo investment into the Internet City. It will also organise many activities to promote its brand this year, including the 16th annual Asian Science Park Association meeting, the SHTP's 10th anniversary celebrations, a science conference on semi-conductors, and a solar-powered vehicle design contest.

The global economy is expected to grow faster this year than last year, so global FDI flows will improve. However, our economy is still faced with risks and challenges, including limited resources for economic growth, low competitiveness of businesses, high interest rates, and outdated technologies.
The ITPC will step up promotions to improve the investment environment, helping develop sectors in accordance with the city's development orientation, which envisages attracting high-tech and high value-addition projects.
The ITPC will co-operate with the Saigon High Tech Park to organise a conference to attract investment into the park and the Internet City. Besides, we are preparing to host a conference on mergers and acquisition in the manufacturing sector, a forum on attracting investment in IT and communication, investment promotion trips to key markets like the US and Japan, among others.

Under this year's development plan, the QTSC will continue to develop to become the most prestigious software production and telecom services centre in Viet Nam and the region, with convenient and modern working and living conditions. The QTSC will also strengthen investment promotion works, organising international events and establishing alliances with local and overseas IT and industrial parks as well as with large domestic firms.
As a place to provide telecom infrastructure and a foundation for software activities and IT services, we are preparing to propose construction of the second software park at a suitable location. — VNS
