MoIT investigates anti-dumping plastic products

The Ministry of Industry and Trade (MoIT) has issued Decision No.2334/QĐ-BCT on launching anti-dumping investigation on Biaxial Oriented Polypropylene (BOPP) film originating from China, Thailand and Malaysia.

HÀ NỘI — The Ministry of Industry and Trade (MoIT) has issued Decision No.2334/QĐ-BCT to launch an anti-dumping investigation into Biaxial Oriented Polypropylene (BOPP) film originating from China, Thailand and Malaysia.
The investigation was initiated based on requests of domestic producers on April 26. In their petitions, Hưng Nghiệp Formosa Ltd Company and Youl Chon Vina Plastic JSC said BOPP film products imported from the three countries were dumped in the Vietnamese market, causing significant damage to Vietnam’s BOPP film production industry.

Accordingly, MoIT’s Department of Trade Protection (the investigating agency) has sent a questionnaire to all foreign manufactures and exporting enterprises to answer.

The deadline to answer the questionnaire is before 16:30 on September 25, 2019 (Hà Nội time).

In order to ensure the rights and interests of enterprises, the investigating agency recommended all relevant foreign manufacturers and exporters to participate and cooperate fully during the investigation.

The content of the response will be a basis for investigating agency to consider and make conclusions.

In case the investigating agency does not receive timely answers from foreign manufacturers or exporters or in case the information provided is inaccurate or incomplete as required, the investigating agency will use the information available in accordance with Article 75 of the Foreign Trade Management Law.

Information and data provided in the process of responding to questionnaires of investigating agency and the right to access information of related parties in the investigation process will be implemented in accordance with the law on information security.

According to the Department of Trade Protection, how to answer the questions, the amount to be submitted, the mode of submission and the deadline for submission are detailed in the questionnaire for the business.
