Call for special agency to monitor Gov't inspectors

The Deputy Chief of the Government Inspectorate's Office, Ngo Dai Tuan, spoke with the Tien Phong (Vanguard) newspaper about the need to monitor inspectors.

Could you explain the circular drafted by the Government Inspectorate which outlines how the implementation of inspectors' recommendations will be monitored?

The legal framework regarding how inspectors' conclusions are monitored has been limited so far. Some State inspectorate agencies have built their own mechanisms, but they are not consistent with one another.

At present, no agency takes responsibility to monitor the implementation. Therefore, under Law on Inspection 2010 and Government Decree No 86, inspectors have perfected a circular draft to instruct how to monitor implementing recommendations given by inspectors.

The circular will be applied to State inspectorate agencies, heads of the agencies, inspectors, and staff who are assigned to monitor the implementation.

Can we refer to it as a mechanism?

We are able to call it a mechanism because it outlines instructions on how to monitor the implementation in detail.

With the current regulations, inspectors have met with difficulties in monitoring the implementation of violating agencies after being inspected.

The Government inspectors' statistics showed the rate of agencies who implemented their recommendations was low.

Will an agency to monitor the implementation be set up?

The inspectors have submitted a plan to set up a specialised agency that takes responsibility to monitor the implementation nationwide.

In theory, all conclusions issued by inspectors of both central and provincial levels have to be reunited. However, we have failed to do this, so we cannot get a grip on the job in hand.

When inspectors discover signs of criminal activity, they often recommend that their findings are submitted to the police. Does the circular draft mention how long this procedure will take?

The circular draft clearly rules that based on inspection results, heads of the State inspectorate agencies and heads of the specialised agencies are responsible for sending the file to police in the case that any signs of criminal activity are identified. — VNS
